PERFORM WORK IN CONFINED SPACE OPERATION (PWCSO)

Legal Requirement

Under the Factories (Safety Training Courses) Order 2001 which came into effect in June 2001, all workers, including Singaporeans, must undergo a Safety Orientation Course (Manholes) before they are allowed to work in Manholes and other Confined Spaces.

Course Overview

  • Identify duties and responsibilities of all personnel involved in confined space work under the WSH Legislations and Code of Practice.
  • Identify confined space hazards.
  • Use Gas Detection Instruments for atmospheric monitoring
  • Comply with Permit-to-Work system and safe work procedures when working in confined space.
  • Participate in an emergency for confined space.

  • Understand the legal requirements on manhole work
  • Acquire knowledge on manholes, their hazards and consequences, control and mitigation measures
  • Understand the need of having an effective manhole entry permit system
  • Understanding the importance of hazards monitoring and communication and the respective roles they play to effect a rescue

Requirements to be a trainer and assessor for this course

  • Have demonstrated competency for the Competency Unit to be delivered.
  • Have at least three (3) years of relevant industry experience at supervisory or managerial level, including evidence of maintaining currency, for example, through recent work in the industry as supervisor, consultant or trainer, or professional development or active membership of a professional association.
  • Be certified competent in preparation, delivery and evaluation of training sessions or relevant National Trainer Competency Standards certification (Full Advanced Certificate in Training and Assessment) or Advanced Certificate in Learning and Performance (ACLP) or Diploma in Adult Continuing Education (DACE) or Diploma in Design and Development of Learning for Performance (DDDLP).
  • Have completed Advanced Certificate in Workplace Safety and Health or its equivalent or higher.
  • Have completed Safety Instruction Course (Manhole) for Supervisors or its equivalent; Confined Space Assessor or its equivalent or; Have an established track record in the delivery of the Safety Orientation Course (Manhole) for Workers or its equivalent.
  • All adult educators are required to attain 10 hours (minimum) annually by attending Continuing Professional and Development (CPD) courses conducted by appointed training providers.
  • The trainer for the course is not permitted to be the assessor for the same course learners during the assessment.

  • Singapore Citizens aged 21 and above and Permanent Residents are eligible for up to 50% course fee funding from SSG for Certifiable courses.
